Abstract

Cosmopolitanism holds as fundamental a commitment to promote social conditions of human development. So cosmopolitanism faces a serious problem of collective action. In domestic politics traditional solution is appealing for a central authority - the state. Similarly in international politics a consensus is becoming for a «central» solution termed «global governance». Now the Fung, O´Rourke and Sabel approach of «ratcheting labor standard» suggest an alternative policy response: a «decentralized» solution to the collective action problem. I argue that it is a conceptually valid solution and a more congruous one with cosmopolitan ethics.
