Abstract

According to P. Valery, Europe had always been a paradoxical system, J. Delors claim thet it could be defined as «the continent of doubtfulness». On the one hand. Europeans are intellectually united. On the other hand, they are practically disconnected. This article would analyze two differents points of view to approaching the Europeans issues: Cosmopolitan, and Eupean cultures. Cosmopolitan argue in fovor of universal principles, like justice and toleration, in favor of supranational system as well. They consider Human Rigths as the basis of a public sphere. At the same time, Europeans definitively consider their traditions and ways of life. a) The cultural approach would preserve the rich European traditions. It focuses on identities, and communities. P. Sloterdijk, P. Ricoeur and W. Welsch point out to the universality of European values. b) The cosmopolitan approach emphasizes the role of institutions, it accepts only the community of law. Since the European Union could warrant citizen´s rights. For this reason, D. Sternberger, J. Habermas y E. W. Böckenförde argue in favor of a normative model of cosmopolitan citizenship.
