Abstract

      This paper is a report on the role that tourism should have in the recovery of historical cities. It will deal more precisely with those cities which suffered a severe process of industrial development with important inflections.       We will start by analyzing a number of considerations on what we will refer to as second nature, that is, the widest sense of historical heritage. Among such considerations it will be stressed the environmental demands that tourism will be facing in the future.       Once the demands have been clarified as a previous warning, we will proceed to analyse the different agents involved in the process as well as the most adequate strategies to be adopted. There are four such agents: Town Council, Port Authorities, European Commission and finally, the business sector.
