Abstract

How to approach the phenomenon of the drug dependence make us state about what social speech we locate ourselves, if we understand it from a merely repressive aspect, where the drugs are bad and the protection roads before this phenomenon are the control and the penalization of the offer and the demand, or if we leave of a second speech in which the drugs are a historical and cultural element that they can’t breakaway of the context in which are, neither of the multiple functions that they complete, economics, politicals, socials, etc., where the ways of prevention leave of this analysis and the actions go to qualify people to choose to consume or not these substances through the promotion and the education for the health. A road that, in the presence of the failure of the repressive policies before the drugs, it remain to explore.
