Social Exclusion; Structural Problems of the Disabled
Abstract
The present article focuses on the persistence of the social exclusion situations of the disabled and their homes. The emphasis is placed on the limitations of the social policies applied up to now to break the structural character of the exclusion. In the last decadesthe efforts have been put into the integration by means of a certain guarantee of minimal incomes and in the work- related field. Being central spheres for the inclusion, in this document the reflection wants to be focused on other relevant matters such as health, education, social services and social participation. Any measures or actions taken in these fields are proposed in the medium or long term so changes do not always turn out to be perceptible or easily measurable. As a result, the positioning of the following pages insists on the fact that disability is a question of Human Rights.
