In view of the challenges designed in the world's new order, the presence of Latin America is losing importance. In order to facilitate its international rehabilitation, a global Latin American geostrategy which goes beyond the regid subregional limits is required. It should be achieved an endogenous specificity which embraces Latin America in its entirety. Therefore, the proliferation of subregional arrangements smould turn quickly out to be a Latin Amencan and Caribbean Common Market, and organism of large magniture suitable for negotiatinf with the planetary mega-blocs. Furthermore, this organism could denve profit from the crisis of the geographic artificiality which is beginning to be unleashed in several industrialized countries.
