El marco legal de la pluralidad cultural en la Unión Europea. Su incidencia en España

Abstract

The subsidiary policies in the U.E show a restrictive character about the Commmunity social rights respect to the non-Community residents. However, the increase of the scholastic group forced the U.E members to establish new measures to solve the problem. In the ninities the U.E tries to spread and integrated educational system based on intercultural aspects which stop the educational, civic and social exclusión (even self-exclusion) by programs like SÓCRATES and LEONARDO, specially the subprogram COMENIUS. Nowadays in Spain both, own matters (increasing number of Mahgribian inmigrants) and the Community advices will influence in order to promove a new legislation. But the national policies will break soon the intercultural nature of that legislation, only considered by the LODE and the LOGSE.
