Abstract

This paper highlights the Spanish tradition of allocating control of provincial goverment to the military. It draws up a list of those officers occupying the post of civil governor during the Franco period, split up into provinces and terms of office. Reasons for the survival of militarism include the roots of the regime in the Spanish civil war, the importance of the military hierarchy headed by Franco, the requirements of public order in provinces in conflict and the obsesion with the enemy from within.
