Abstract

The provincial division of Spain was always seen from different sensibilities of catalanism as an agression to the traditional territorial organisation. Consequently, catalanism wanted to change this division and their political organisations: civil governments («gobiernos civiles») and provincial diputations («diputaciones provinciales»). During the «Transición», the majority of the political parties wanted to eliminate the diputations and change them for the territorial division that Catalonia had had in the times of the republican «Generalitat». The Constitution made it imposible, and the debate about the Laws of Territorial Ordenation («Leyes de Ordenación Territorial») in 1987 was one of the moments of highest political and tension of the autonomous Catalonia.
