LA ADMINISTRACIÓN MUNICIPAL DE FILIPINAS EN EL ÚLTIMO TERCIO DEL SIGLO XIX: REFORMISMO VERSUS AUTONOMISMO
Abstract
The study analyses broadly the local regime that Spain implanted in Philippines during the time of conquest; It is a regime that penetrates, withouthard variations, until a very advanced XIX century. The juridical elements of the system are exposed with precision, It has been built starting from an indigenous archaic social organization, the barangay, maintained and developed by the Hispanic Administration with a dual purpose of to secure peacefully the Spanish domain in the Islands and to guarantee the collection of tributes. Also are examined, to the thread of the normative relapse on the topic, the most important aspects which forms in the local prestigious organization at that moment, especially the relatives to the municipal deep reformation which was begun by the first liberal governments of the Restoration, and is introduced by the Secretary of Overseas, Antonio Maura, in 1893.
