AN EUROPEAN PROJECT FOR THE 21ST CENTURY
Abstract
Two years after the European Constitution was signed by the 25 heads of the Member States the ratification process has stagnated. The rejection of the text on referendum in France and The Netherlands has created reluctance in other national governments to carry on their own referendums. However, at the same time there is no serious discussion within the Union about how to get out of the political impasse. This paper aims at understanding what were the dynamics behind the French and Dutch rejections of the text, the different options for a way out today, and the socio-economic consequences the current situation has on the Union as the challenges of the 21st century become greater everyday.Downloads
