Abstract

Much has been said about the need of a reform to ensure the viability of a long-term pension system because of a low birth rate and the increasing number of elderly population, especially when we are waiting for the retirement of the “baby boom generation” in coming decades, with the resulting overhead spending system that it will. Not only the unbalanced distribution between the numbers of active workers per pensioner is seen as a threat but the global economical crisis makes the need of a “unavoidable” and “urgent” reform. As a matter of fact, it was finally presented to Parliament a draft Law on updating, improvement and modernization, which restates the terms of perceived pension. This paper analyses the changes that this new Social Security reform concerns, bearing in mind the pensionable age, the reformulation of the conditions to access to each mode, the new formula of calculation and the introduction of measures to achieve the biggest number of contributory and proportionality benefits, with the intended ultimate goal of safeguarding the solvency of our current Social Security.
