Abstract

According to the Spanish Constitution the policy of Public Administration must be guided by the principle of decentralizing. That should be based upon a rearrangement of the Spanish territorial structure which should take into account spaces according to three levels: inhabited areas, counties and regions. The key to the new design should be the present space distribution of the inhabitants and its trend. Settlements in Murcia Region were characterized by a hastened process of concentration of the inhabitants into better connected and more developped axes opposite to a gradual drift from the land in large areas which, from a territorial point of view, endangers lhe ballanced growth of the Region.
