Abstract

The Law of rationalization and sustainability of local government profoundly modifies the system of social services that had developed over the past thirty years in Spain. The system had man-aged to consolidate after thirty years of slow development, its fundamental value is the proximity to the citizens guaranteed by the management and delivery from the councils of the General Social Services. In our view represents a profound change in the system that can lead to the suppression of multiple services, programs and professionals.
