Abstract

There are several studies that measure and assess poverty and inequality, or certain aspects of the social needs of the population. But the DEC index is the only study that attempts to measure and evaluate the development of structures and budgets of a System, Social Services, who, lest we forget, serving the needs of over 8 million people in Spain, and acquires extremely important in the current environment. DEC Index tool, made by the State Association of Directors of Social Services and Managers. The results of the application of DEC Index in 2013 confirmed: a weak level of development. A extraordinary disparity, not only in the configuration of the system between each other Autonomous Community, but also in its development at the present time. The evidence that the further development of social Services is a result forms of organization and management not only efficient and more economic effort. Decentralization and local participation are crucial to the effectiveness and efficiency of the system. Social services are not determinative of the deficit of the autonomous communities and that remain outstanding information gaps in social services.
