Abstract

The demographic growth in the largest cities in the North of Mexico, in addition to the international market industrialization processes have set a pattern of a disordered urban growing by means of housing developments of households who seeking labor chances, get located at the suburbs without the minimum urban equipment requirements that comply to the surrounding residents needs. In the present paper it is exposed some of the factors that produce this phenomenon and analyzes the legal aspects that apply on those housing developments located at the suburbs of the Monterrey city, and the government programs that propose the social development framework for those developments.
