Abstract

This work refers to the autonomous social services law and, therefore, is justified in the first place the existence of this area, its composition and its main features. The following is a comparative analysis of the ten social service regional legislation enacted during the period 2006-2011, considering that these standards begin a new generation with very significant contributions, he focused on recognition and guarantee of rights, both on access to services and benefits such as the rights and duties that correspond to the recipients. It highlights the main aspects of the laws, especially the principles of universality and autonomy as well as technical tools (portfolios/ service catalogs) and financial (expandable budgets and other measures) intended to guarantee rights. The result shows that this is an open and uneven and shows a broad and complex content, which begins the road to recognition of individual rights to social services, that the serious economic crisis may put in danger.
