Abstract

Five years after the enactment of Law 39/2006, official data show nearly seven hundred and fifty thousand recipients of a benefit or service, while demonstrating an uneven regional development in the im- plementation of Law Unit. That more than one million people were recognized the individual right to receive a benefit or service catalog of Law 39/2006 is the greatest advance in social protection in the past three decades. The design of these new individual rights - which can be claimed administratively and judicially, should contribute to strengthening social services such as Four Pillars of Social Welfare State. Now, all people in a situation of dependency are users of social services, but not all users of the Social Services are people in situations of dependency.
