La política de cooperación al desarrollo de la Unión Europea y las organizaciones no gubernamentales: contexto para los programas de educación para el desarrollo

Abstract

The capitalist society, based on the principies of the principies of the supply and demand, the privatization, the economic unegualty and the personal profit (lucre), ( ... ); it causes contradictions and conflicts which are not easilyh justified. Our present society shares all these characteristics totally. Form this economic model, it is said about the necesity of the estructural adjust, like a factor demanded by the free market economy spreading ( ... ) and just here is where appears the policy of cooperation to the develop as an instrument that, in a logn period of time, helps to rescue the prorest economic areas ( future markets) and, it can contribute to improve the cooperation policy to the development, it will be more important the commercial aspect or the solidarity. In order to know which is the main direction from te rich countries. we have to lookat the pratices and to analyse its consequences. This is what we have studied in relation with the "Agreements of Lomé". like an example of the cooperation to the development supported by European Union. The active presence of the "Non Governemental organizations in the escene of the civil and welfare society, causes a change in the direction of the policies of cooperation to the development. Now it is not the welfare state vhich has the total responsability to act intro a higher solidarity and social justice, but this task is shared with the "civil society" giving it a protagonísm and responsability. The Estate acts, sometime ruling and working with public institucions; other times, giving economic support to the projects ofthe ONGD's. That have the same targets in the social and the cooperation to the development policy. Here we analize what is the policy of cooperation to the development ofthe European Union (objetives projets, programames, public budget, etc) in relation with the (ONGD's) where we can apreciate. The tendency to strengthen this relation ship. supporting economically a highers number of cooperation projects and with a bigger diversification of actions.
