Abstract

This paper begins by examining the challenges to higher education posed by the Bologna accord. It sets out some key ideas in assessment, notably that assessment defines what has to be learned (and indeed defines the nature of the subject to students), and that construct validity and consequential validity are the most important considerations when creating assessment systems. It then describes some emerging educational goals, and gives examples of how these goals might be assessed. It offers some tools for building consensus within departments, then describes ways in which desirable changes might be accomplished by ‘bottom-up’ developments which complement the ‘top-down’ pressures from the Bologna accord.
