Abstract

The economic orientation of educacional systems, at the present, is a basic characteristic: The educacional reforms are explained on the basis of ideological principies of the democracy ( equality of opportunity, right to education, adaptation to the changes of the modero society ... ), which spot the economic, social and policy functions of the educacional systems. This paper is about the justification of contradictions between an economic capitalist model ( origin of the social inequality) and a democratic system which defend the equality of total townsmen. The welfare state should be to take part in the distribution of the income and the reduction of the social tenseness. The Educacional Policy guidelines within the European context ( european dimension of the education, social integration, school integration, teaching foreing languages ... ) are drawing an educacional system which permanently grows the dimensions vocational, cultural and political of the students (townsman and worker education).
