It is in this contex that acquire significance the concern about the graduate school as a system of organization to which to adjust teaching and its educational conception, the hygienic and pedagogic circunstances of the school premises, the matter of giving professional and social prestige to teaching, the reform of school inspection, the incorporation of the cost of primary education into the Estate Budget, and others.
