Abstract

Nowadays, exclusion processes begin to be shown by new groups of people who have uncertain jobs and whose incomes are limited; also they are shown by lonely people whose social participation is little by little demoted. In this paper it is stated that lowly social economic groups and/or those groups who are subjected to sorne type of exclusion are bind to worse levels ofhealth than those who aren't. Moreover, physical space (environment) operates as an element of exclusion. For instance, the geographical position of housing in cities, generates a space distribution according to wealth or socioprofessional standing, but we could not forget that unhealthy housings are always occupy for the mostpart by marginalized and very vulnerable population. With regard to this situation which generates an increase of exclusion possibilities, Europe social protection methods (which are based on assessment and/ or taxes) although, in general, they have been real successful, they are being affected by structural modifications which are caused by the world-wide extension (specially with regard to the employment politics). Social aid is the necessary part to social protection methods, but it has been mainly like temporaiy remedies of situation. Social aid has forgotten that its function against exclusion it must be an educational function, and it must not be a specific social work; 011 the contrary it must integrate the available social and educative sides. That's why dueto the increase exclusion processes it is claimed new strategical actions which allow social integration particularly through the employment stability. This is the aim of educational actions wich have a tendency to enable and favour people to their social taking part in order that ali citizens have the reach of a real achievement of their rights.
